His Excellency Eng. Ahmed bin Mohammed AlSuwayan, Governor of Digital Government Authority, spoke about the role of technology as a tool for achieving developmental goals. During a session at Majlis Space as part of the Misk Global Forum 2024, he shed light on the challenges associated with technological adoption, the importance of designing services with a user-centered approach, and strategies for risk management to ensure business continuity.

His Excellency Eng. AlSuwayan emphasized that technology is not an end but a means to achieve greater objectives. He noted that Saudi Arabia has emerged as one of the leading nations in leveraging technology to serve its people. The real challenge, however, lies in utilizing this technology effectively to benefit society. He pointed out that change is the defining factor in the success of digital transformation, with Saudi Arabia setting a distinguished example in change management and the development of innovative services that enhance various aspects of both government and society.

Service Design: Innovation and a User-Centric Approach

According to His Excellency Eng. AlSuwayan, service design must be primarily centered around user needs—whether in the public or private sector. The process always begins with understanding the requirements of users, followed by designing services accordingly, including applications, processes, and systems. Saudi Arabia has prioritized enhancing user experience, ensuring that government services become more seamless and accessible.

To illustrate the significance of user experience, he referenced Steve Jobs' 1983 innovation of the first personal computer with a mouse, which revolutionized human-computer interaction. He explained that similar innovations in user interfaces are what ultimately improve and refine the overall user experience.

The Role of Society in Digital Transformation

One of the key strengths of Saudi Arabia’s digital transformation journey is the active role of its society in supporting this shift. Internet penetration in the Kingdom has surpassed 99%, covering all regions—a testament to the country's significant progress in this area. Additionally, the annual per capita data usage in Saudi Arabia has seen remarkable growth, reaching approximately 45 GB per person. This widespread digital engagement plays a vital role in shaping and enhancing digital services and solutions, contributing to an overall smoother transition into a digitally advanced future.

Collaboration in Digital Transformation

With the increasing complexity of government entities and the challenges associated with diverse operational processes, the question arises: how can these entities collaborate effectively to ensure the success of Saudi Arabia’s digital transformation?

His Excellency Eng. Alsuwayan emphasized that inter-agency collaboration is the foundation of success. The Digital Government Authority does not operate services itself but focuses on organizing and regulating digital processes. Each government entity is responsible for executing its own digital transformation initiatives while aligning with national objectives.

Risk Management and Business Continuity

Discussing risk management, His Excellency Eng. Alsuwayan outlined a four-tiered framework designed to ensure the resilience of digital services:

  1. Global Connectivity (External Level): Ensuring international connectivity through undersea cables linking Saudi Arabia to the rest of the world, with alternative routes in place in case of disruptions.
  2. Technology Infrastructure (Internal Level): Securing local infrastructure, including fiber optic networks and mobile communications, to maintain connectivity within the Kingdom.
  3. Telecommunications Providers (Internal Level): Encouraging a diverse range of telecom providers within Saudi Arabia to ensure multiple backup options in case of service interruptions.
  4. Digital Service Providers (Internal Level): Ensuring that government agencies and private sector entities offering digital services have alternative communication channels and backup data centers to guarantee continuous service availability.

He stressed that effective risk management and business continuity require ongoing testing and preparedness exercises to ensure that government entities can adapt to potential challenges. Saudi Arabia is also actively working toward localizing digital content and services while leveraging international partnerships to enhance service quality.

Key Advice for Young Professionals

At the end of the session, His Excellency Eng. Alsuwayan shared three essential pieces of advice for young professionals:

  1. Focus on projects, not just jobs. Don't seek a job title, salary, or position—focus on meaningful projects, as career success naturally follows impactful work.
  2. Leave a lasting impact. Ensure that wherever you work, you contribute something meaningful before moving on. Always add value.
  3. Choose the right mentor. Early in your career, seek leaders who can guide and develop your skills, as a great manager can shape your professional journey.
